Is it possible to work in lab without an advisor?

I need to create biodiesel fuel using methanol, ethanol, and possibly propanol. And i was wondering if I can go to a lab inside a University or somewhere else and use their equipment. If so where?

One of the rules in the lab: no student is allowed to work unsupervised. This is especially true since you plan to use methanol which is poisonous and can be absorbed through the skin.

Some university labs will allow you to use their facilities but you have to write a formal letter to the president or dean asking for their assistance. You also have to either replace the consumable materials you use or pay a fee for their replacement.
